“简单讲，我们推行的农业水价管理平台，是对当地符合取水许可条件的1836眼农业灌溉机电井，通过安装水电双控智能计量设施，全天候监测用水情况。”贾志刚坦言，今年以来，水利部门按照“分水到村、计量到井、水卡到户、用水缴费、取水有度、超额加价”的方式，将1760万立方米农业用地下水水量控制指标分配到村到户到井，解决了“有多少水、可用多少水、用了多少水”的问题。
